So say you get pulled over on the highway by a non state trooper...can they still get you for speeding...
Said you were clocked about a mile back or so...also by a non state trooper...

Then he comes up to your window without his hat so tech he is out of uniform right?

And doesn't have a lightmeter but gives you a tint warning...

Basically my question can a non state trooper ticket you on highway and isn't he supposed to have a hat on too?

troopers don't cover all highways local pd's patrol stretchs of them too so yes they can cite you

don't have to wear our hat in order to give you a citation, I don't even have my hat in my car

any tint other than factory is illegal, do not need to put a light meter on it
