I'll start by saying I know just about every modification made can be considered illegal. But let's take it from the standpoint we see currently; if it's not super loud, passes inspection/emissions, most cops leave you alone.
I've always wondered something though. Many states have different laws on modifications. Heck, PA being a commonwealth, we vary county to county.
How does this affect you while traveling? When you enter a new county or state, what laws pertaining to cars are you governed by? Example, PA requires no front plates. So PA drivers don't need to hop out and put a new plate on when they enter a new state. Another example, out farther west, PA counties only require visual inspection. Thus a lot of modifications are ignored whereas they may be very illegal in let's say NJ. Or finally, radars are legal in some states/counties, but in places like VA, you may not use a radar, yet I am allowed to here in PA. So where does the line get drawn dealing with vehicles or the laws surrounding them?
I am reminded of one final example, licenses. I was driving NJ @ 16, way before most people my age are allowed to even see a permit, but since I lived in PA, I was able to.
