Fuel issues

I recently replace my fuel pump and main relay, and now that the gas is 1/4 tank, it wont start as if i have no fuel pressure. But know i cant get it to start, i took a look at the pump and its primes whatever it can i guess, but i get nothing comming out of the rail or the pressure line that goes to the fuel filter. But while i was messing with the fuel pump while in the tank and not having the line hooked up but haivng the banjo bolt in side it will only prime if i move the fuel pump, it would shoot fuel out, i had a rag so no worries.. I never had this issue before. Also it started to stumble recently. Like 2nd gear and 3rd gear at low rpm only during load. I have no clue whats going on.

This is all on a 93 civic hatch, with a d15 in. This car has been fine for the last two weeks or so. All of the sudden giving me issues.
