So I'm trying to buy a car in NY but I am a PA resident. The seller has a lien on the title. I plan on purchasing the car and having the loan payed off and lien released to me. The seller will sign over the title. I called PennDOT and they are telling me they will not accept the title unless it is a clear title with lien removed? Getting a new title in NY can take 60-90 days after lien is removed. This is pretty ridiculous. Any input?

If there is a lien, the seller technically doesn't own the car. How can you sell something you don't own. Basically, the seller is an idiot for even listing the car.

Look for something else.

I would contact that bank that has the lein on the car and see what they say. They maybe able to work things for you.

The bank can issue a letter stating the lien has been paid and then you may be able to sell the car with the existing title, but if PA states they won't take a title with lien info on it(even with proof the lien is paid.) then it doesn't matter.

serioulsy its more of a hassle to buy a car with a lien then to just to find a different car

yeah the bank said they would send me the letter that the lien has been paid off. But PennDOT said no. They need clear title with no lien on it.

If PENDOT said no, then why are you asking us? Find a different car or wait for the lien issues to be solved.

Because I have had bad experiences with Penndot. Always a different story when I call. Worst service ever. I moved from jersey too. I think it's worse than Jersey MVS.

When I bought my bike there was a lean on it....I had to fork over the full amount to pay the lean off (7k) and then wait 3 weeks to get the title with the lean cleared off it.

And I live in PA and bought the bike from NJ.

Yeah I can do the same but NY DMV states 60-90 days for new title to be mailed with lien cleared. Some DMVs print title on the spot but not NY. I would have to pay him to get lien released then he would have to apply for a new title with lien removed. The owner still has to sign over the title to me at that point since its under his name when title arrives. That means another trip to the seller which lives 2.5hrs away. I can't wait that long after I've dished up thousands of dollars to the seller. PA is a bitch.

PA is protecting your interest. The selling could rip you off and at best you could sue and hope to get your money back down the road.

Jersey did the same thing to me....the stupid thing is....all they are doing when the lein is "cleared" is stamping the back of the title with a "lein satisified" stamp.

It's pretty stupid if you ask me. You should be able to pay the money...and the title gets overnighted to you the next day.

I believe in PA you get issued a new title once then lien is paid. Atleast I did on my old car once it was paid off. The copy I got had just my info on it, nothing about the bank I financed it though.
