earlier this month my idler/tensioner pully "shot off" and i need a new one due to a knick.
i already bought the pully and have misplaced my chiltons book
im pretty sure that their should be a bracket with adjuster or a bolt that holds the pully in place
in other words ive been without power steering since it fell off
any help would be awesome

the idler pulley has nothing to do with power steering

each accessory has its own belt and tensioner

would my car not pass insepction due to not haveing power steering with power steering installed???

You are able to pass inspection without the power steering. It's an aid, not a necessity.
However, there is no idler pulley on the power steering system. Your idler pulley is only on the timing belt. The belt for the power steering runs off of the crank pulley directly to the power steering pump pulley (which may be what you're referring to). I don't think there's an actual tensioner on it, I believe the power steering has it's own built in tensioning system.
I have to see the part as I don't have power steering on my car, but it's either going to be needed to be pressed on or you're going to need to replace the whole actual pulley assembly. I don't think Honda has bolt on accessory pulleys, but I can't remember either. Again, I'd have to see the part to tell you exactly how it needs to work but honestly it's just find the part that looks like the new part and replace it.

Almost all pulleys I have seen on hondas are all able to be taken off. Your power steering has it's own slide on it that it allow for the tension to be set. It's no big deal. Just go to a junk yard and unbolt one and put it on yours. Is a very simple process. However, if not dealt with soon it might wear out some components of your power steering.
