Parking tickets

So I know, um, "some guy" that keeps getting parking tickets. It's not that he disregards parking meters, but spends more time parked at them than he plans to. This "guy that I know" keeps paying them, but wonders what can happen if he doesn't pay parking tickets.

What is the time frame/number of outstanding tickets before getting booted/towed?

I not 100% sure but I have been hearing things that if you have a certain amount unpaid they will suspend your registration until you pay. If you have one or two they will send you letters and want money from you, if they find your car on the street you will get booted
