What is the PA emmisions exemption law?

I have a heavily modified car that is difficult to get inspected due to the fact that I have to reinstall the stock ECU (computer) so that the ODB2 information can be sent to Harriburg during inspection.

Needless to say, there was a reason I removed the stock ECU (because the car runs like crap on it). What are my options with the emmissions expemption law?
