I'd say your best bet is to cruise the wrx forums ie- clubwrx.net, nasioc.com, and i-club.com. Check in vehicles for sale. Also try autotrader, you just might come across an 02 with 50,000 miles for around 15k.

I was in the same position around May when I got mine. Wait, you'll definitely find one in the color you want, in 5 spd, for that price. Autotrader worked for me, I got mine (it's a 2003) from a middle-aged lady with 34k for only a little over 15k. Prices have gone down a LOT very recently, you'll find yours. I'll keep an eye out for you.

You can find a lower mileage one if you are persistant. I got my WRX for < 16K with 21xxx on the clock.
