1999 civic lx problem

My brother's 99 lx started having some problems. The idle would drop to zero every now and then. I took of the IACV and TB and cleaned them, then installed everything back together and the idle started bouncing from 1k to 2k.
I disconnected the battery to reset everything, then ran the car until it got warm, shut it off, let it run for a minute, shut it off, then turned it back on, and the idle just started bouncing faster. It eventually went back to going to 1k and 2k.

I disconnected the battery again, waited for the motor to cool down, started it up and kept the rpms at 3k until the fan kicked on, and then let it idle for 5min. It still kept bouncing between 1k and 2k.

When I put my hand over the tb it still runs. The two openings inside the tb have air constantly running into them, and I can still hear them with my hand over the TB. Today I started it up and it ran at 1600rpms until it got warm, then it just started bouncing between 1k and 2k again.

The guy who read the codes at Advance auto said he couldn't didn't know what the code was, and didn't give me a printout so I could search for it. Could it be possible the IACV does need replaced?
I have everything plugged in where it's supposed to be.

I got Idle air malfuntion
o2 sensor heater not working
o2 sensor

I just drove it back to Advance myself today and they were a lot more helpful and actually showed me the codes instead of saying that don't know what that one means. Maybe the Hanover Toyota shirt helped.

Which O2 sensor would it most likely be?

If you removed the TB you may have gotten air in the cooling system. Start the car up cold with the rad cap off and let it bleed. Once the lower hose is hot you know the t-stat is open. Top off the coolant.

Also, if your covering the holes in the tb with your finger and it doesn't stall, that usually indicates a vacuum leak. Check all your vacuum lines.

your car is obd2b in the error code it should of told you
61 Primary oxygen sensor
63 Secondary oxygen sensor circuit
65 Secondary oxygen sensor heater

if it was primary then its the one before the cat on the top of the header if it was secondary it would be after the cat or right in the middle of the cat. i can't remember right now but i think your exhaust manifold looks like this

as you can see the one on the top is primary and the one on the bottom is secondary

the other code should of been
14 IAC (EACV) - idle air control valve
which means replace it. i know some people can fix them or clean them but i dont know how

I took it to work and scanned it myself this time. It's P0132 bank 1 sensor 1. Would that be a culprit of a high idle? I'm gonna go bleed the cooling system right now, and try to find a leak.

Whats the stuff you can spray and it makes the engine rev up if it's getting sucked in?

Would a bad IACV keep the motor running when you put your hand over the tb?
