turn signal question

Was leaving campus the other day and saw a very Nice S2000 trying to pull out of a WaWa across the street however, something caught my curiosity. I noticed his turn signal but it was not amber it was white.

Is it legal to have white bulbs in your front turn lamps? Just curious.

This is in Pennsylvania.
