So I saw this at the very end of the story of that guy who shot the other guy on the Schuylkill last week I think.
Bethel is a Police Officer. The story stated this: "Bethel urged motorists to be less aggressive. He noted that recently, while driving an unmarked car, he pulled over a driver who had flashed an obscene hand gesture at him for not moving fast enough."
People are idiots on the road! I wish I had been there to see that idiot do that and then get pulled over lol.

at the very least, it'll make this guy reconsider driving like an asshole and flipping other people off who may not be so nice.

yes they can, but usually unmarked cars are easy to spot. that was dumb.

I am sure you can be pulled over for that. Issued a citation for that? I doubt it, but I really don't know for sure. Sarge? Bane? Should I post this over in Ask the Law?

The ONLY way I could see it being 'illegal' is if it's considered assault. I know if you flinch like you are going to hit someone and regardless of hitting them or not, you can get arrested for assault.
I would think it would also follow under civil disobedience, or following too closely, or speeding, improper handling of a vehicle, take your pick.

yes.. They can also pull you over for calling them names.. falls under harassment unless you say "IN MY OPINION" which would then make it freedom of speech.. had a friend get in trouble for it and learned the hard way.

To the other 2... yes you can get a ticket for it.. its harassment - repeatedly alarming and annoying.. Coatesville LOVES issuing those.and maybe an aggressive driving ticket.. at least thats what I heard.Someone should post it in ASk the law
