Driving on bad Inspection Stickers to station

I was told by someone that it is legal (in PA) to drive a car out of inspection if you are driving to the inspection station. Is there any truth to this just curious.

Chapter 47 Sub chapter A §4703

(a)...no motor vehicle shall be operated on the highway without a valid certificate of inspection...

Exceptions
(11) - A motor vehicle being operated by the vehicle owner en route to an inspection station where an appointment for inspection has been scheduled ....
