I painted my bumper and my wheels and it all went fine but I ended up having to redo it all because the gun was clogged and the clear was too thin and I buffed right through it. So I sprayed again and the base coat started lifting at points. so i stripped the wheels and sanded the bumper and sprayed with VelvaSeal and the base coat went down fine on the wheels. I mixed up a new batch of paint and it started lifting on the bumper. WTF. Why is it doing this?

These are the paints im using, not shown is the flex agent that goes in the clear.

I just dont get how I can get spots that are lifting when I put fresh coats of sealer down, sanded and preped the whole bumper

i probably won't be much help but I'll throw in my $0.02

it could have been that the parts you painted weren't clean enough... I've also had issues with paint lifting/crackling/peeling up if i'm using a different brand/type of clearcoat than the paint itself... it's escaping me right now, but there are 2 different kinds of paints... laquer-based and something else that I can't remember, and I know they don't like to be mixed...

i cleaned it with final clean after i finished scuffing the sealer. I did the same for the wheels and they were fine. Maybe it was too humid today?
