I'm replacing my traction bar. The nut and bolt highlighted red have been welded together to keep the radius rod from coming loose. Anyone have a tool that I can use to cut / grind / time warp that nut and bolt out in such a tight spot?

Are you sure its welded? That is weird I have never seen those welded before. Only thing I can suggest is try a grind or cutting wheel.
