clutch issues

Well me and my buddy both cannot figure this out, on his 90 tsi fwd the clutch will not disengauge at all, it started where it would not disengauge all the way but now it will not at all, we replaced the slave and master, bleed the system and still nothing, the car has a act2600 clutch and pressure plate in it with only 20,000 miles, the throw out bearing is oem and so is the flywheel, any opions of what to replace next?

Does the transmission have an inspection plate anywhere on it to take a peak inside? I had a similar problem on my RX7 & it turned out to be that the fork that grabs the throw out bearing had the arms broken off it and it wasn't grabbing the throw out bearing anymore. If his tranny has an inspection plate you can look in and see if that happened.

crazy question, was the cylinders bleed? was it hooked up with no leaks or anything like that?
