Banned from township?

Friend got in an arguement with some guy the guys wife called the police. We got pulled over about 5 mins later; no ticket or anything but he (my friend) was told not to come back into the township. Can the officer do this? He has gotten harassed with other officers after this incident telling him he's not to be in this township.

fyi: no physical violence occured just arguing.

NO you can not be "banned from a Town. But if your friend has had problems there maybe he should let things cool off.
