Chicago ticket for no front plate

my friend was visiting relatives in Chicago and recieved a ticket for no front plate (PA tag). Now as ridiculous a this ticket is, how should he go about it? It isn't reasonable to pay this, it's not reasonable that this was issued in the first place...

Now thats a pain in the Butt summons if I ever heard one. The only thing he can do is go to court and fight it he will win its a BS ticket. Or pay it which might be cheaper then a trip to Chicago.
