What language? Hosting already setup? To save money (I'm a web developer, a home brew shopping cart is anything but cheap and its very time consuming), I'd suggest looking into http://znode.com/. Based on ASP.NET technology and features a nice amount reports and stuff.

May I suggest taking a look at www.codango.com (shameless plug for my work). Seriously, I'd consider either looking into open source or even a paid application before setting up anything with a developer to make something.
