i don't own a ps3 but i'd try some options from the ps3 itself. or it could just be the game you are trying to play isn't in full 1080 resolution. also some tv's have "game mode" which usually just adjusts the contrast and response time but i guess it could have something to do with it.

First, do you mean 720p? Second, probably a stupid question, but always start with the basics...do you have a tv that supports 1080p or only 720p (or 1080i)?

IF you have 1080p why would you want an upscaler? The tv's usually do a better job..Would an Up-scaler work, I am looking to get one for my 1080.

Are you using the HDMI output/input?

Funny thing is...my TV supports up to 1080p only if you upscale ie. set xbox 360 w component input to 1080p...else 1080i or 720p

you can't go into the PS3's settings and set what level of HD to use?

ok ok, sorry for not giving enough info, i have a 47" sony bravia that can perform at 1080p
from what i understand no games perform at true 1080p quality, another person said nothing is true 1080p yet, dont know if i can beleive that statment but a buddy of mine has COD4 and said his doesnt perform at 1080 either.
im using the HDMI wire...

I have my 1080p screen set to auto sync. So it will switch resolution based on the input signals resolution. I would suggest trying to manually set your display (thru your settings or options menu) to have X input @ 1080p. Other than that i would assume it's either the game it self that is not in 1080p, or your PS3 needs to have a setting changed.

As far as media in 1080p, it's out there, but it's not common. A lot of games aren't even 1080p yet.

Up-scalers / scan converters to me aren't worth their cost if you got 1080i and want to upscale to 1080p. you really aren't going to even notice a difference in the quality due to the fact that the original source content was the 1080i to begin with, but yea there are up scalers that can convert analog video into HD? does the upscaled version look better? possibly, but it's not HD i'll tell you that. And the real reason that there are scan converters (up scalers) is so you can have a constant input signal. used mainly in systems that have lots of inputs of various resolutions.

If you TV supports 1080p and your console supports 1080p but your game doesn't...then PS3 might not be able to upscale the HD from 720p.

PS3 does not upscale so if the game is only coded for 720p it will be 720p. If you want upscaling get a 360 it upscales everything @1080p over hdmi if you get the elite.

 I have 1080p over component and it blows...nothing like HDMI. But I must say, armored core 4 looks amazing.

I don't know if it relates to games as well, but the latest firmware for PS3 will upconvert regular DVD's.
