This question is relative to a previous question posted by another member. Only in more detail. I am speaking in third party.
You are a undercover officer. You are witnessing streetraces and you are told to take down tag #'s of the vehicles involved. Tags are writin down and summonses are issued to the registered owners of those vehicles. But the issue is that the registered owner that is summonsed was not the actual driver of the vehicle. The question is, is the owner of the vehicle still responsible for the citation even though they werent the driver that evening? And if there is no physical evidence to prove it that they were, (I.E eyewitness, video, photos ect...) whos responsible for providing the proof of who was. Guilty until proven innocent, or innocent until proven guilty.
