Red hatch w/ red painted rims with a lip

Seen on Old lincoln highway around 5ish today, heading towards moville.

I think the car is on here, it had a lip on it. Pretty much slammed looking and rims that looking kinda like a rota that had the inside painted red, with a decent polished lip.

if it was the earlier body style it might have been my neighbor. he bought a 93 civic si hatch. at the time it did have rota's on it so it might be possible

92-95 eg all the same 96-00 ek all the same so 95 and up is not a good way to tell what it was. if it had a front grill then it was a 96 and up if it didn't have a front grill then its 95 and below
