post pics? If it is the clear just have it sanded and recleared. It is around $200.

Yeah it is the clear and most likely not a carbon defect like yellow discoloration. Easy fix, What brand hood is it?

Any paint shop could sand down the clear and re-do it

+1, little shops will steer away, go to a good paintshop.

I work at a bicycle shop and personally ride a couple different carbon bikes and have sold many of them, so I have some experience with determining whether a bike is safe to ride and what not. Personally from what your describing, the problem sounds like it is more of a cosmetic issue rather than a structural one.

lol bangs head on desk. but is this cosmetic issue going to lead to further cosmetic or any structual problems?

no its not going to lead to structural problems, whats bubbling is the clear over the resin on the weave.
will it lead to more issues? no but more may occur...
you can fix it if it bothers you... but take a step away from your car and you dont notice it anymore, so meh
