I have been seeing a lot of inspection and emissions type questions lately. I have my PA state inspection and emissions license so if there are any questions out there let me know and I will answer them to the best of my ability.

I think I know the answer, but here is one. I know a car can be emissions exempt in PA if you drive it less that 5k miles, but is that 5K miles in a calender year or 5k miles between inspections?

I have a car that I put into storage just as the inspection ran out (October 06) after driving it 9K miles since it was last inspected. I'm curious if I leave it parked and don't get it inspected until this coming Oct or Nov whether it will need to pass emissions .

Its one year so you sould be fine.

it will need to pass emissions, u can't skip a year just because u drove over the 5K mile mark in the one year

heres one for you. Is it true that if you fail emissions, you can spend like $150 in emissions related parts, show them the reciept, then return all the stuff, get all your money back, and be exempt from emissions?

it's true, but the emissions inspectors look down at shops that do that, they would rather you fix the problem instead of bypassing it

This might be a really stupid question but ill just ask anyways. If i have a 2.0 OBDI motor in my car currently and i am looking to swap in a VR6(V6) OBDI as well, will there be any issues having it pass inspection here in PA. It more or less just a basic engine swap question, if they are the same OBD and you swap them it should pass no problem?

I've been told that if the motor your putting in comes as an option in your car, then its fine. Not sure if thats true or not though.

Ok, i also as well have my state and emissions license, so i will answer your questions. As for the whole 150 dollar things, you have to have proof that you bought the parts and they were installed on your car! You can't just buy them and say "hey, i got parts. So as for the aspect, no you can't. It's called a waiver, and techinally no shops are allowed to do that anymore. So don't be cheap and go and get your **** fixed. As for the vr6 question. In all technicallity if it's not the original engine a shop can fail you, but i've never seen it done before, i.e. a shop fail a car for a swapped engine. There is also a way to pass a car if the check engine light is on, which gives a year to fix it before your next inspection. Also, as for aftermarket parts you put on your car, i.e. header, exhaust, intake, turbo, it is up to the discretion of the mechanic as to wether you pass or fail. I personally will not fail a car for aftermarket parts, and there are not many i know that would
