alright i have my car lowered, and a muffler on my exhaust, everything else is okay i believe, would my car fail if its lowered?

As long as the suspension still meets the specs outlined by the state, you should be fine. If you're concerned that it might fail, go into an inspection station and ask questions before you actually take the car.
