OK so I am looking into making custom eyelids for my car. Here is a picture of exactly how they will look, and this is a picture of a car just like mine..

As long as you're not restricting the amount of light emitted from your headlights, you should be fine. However, as with any unnecessary exterior modification, you run the risk of increasing unwanted attention.

What would be the penalty for this? Just a simple fit-it ticket?

You could be fined for obstructing your headlights, just like tinted glass, colored bulbs, etc.
