Cecil has like a saturday night bracket racing type thing. Is it handicaped or all out?

No John saturday is usually a test and tune which is basically just make time runs the whole day. But sometimes they will have special events so you have to look up what is going on.

Just so you know, this saturday at cecil they are holding their monthly saturday night street car shootout, they normally run time shots but this particular race they are combining 2 races plus on top of that they are having a pro-mod race so they may not even let the time shooters run. but it really isn't worth paying the money for 2-3 runs anyway.
