So I was driving down the high way not too long ago, was doing 60mph in 5th gear and my car shut off. Wasn't sure why it shut off so i tried starting it aboua three times and it didn't do anything other then click. So I got my car towed home and popped the hood and notice I snapped my timing belt.
What is my best bet to do? Buy just a timing belt and time the motor and see if it will run or should i take the head off check it and rebuild it?

I know nothing about Hondas so take this with a grain salt: Your engine is most likely toast.
At the speed you were going, and because I think that B16as are interference type engines, it is highly likely the engine is pretty much screwed, but it all depends on your RPMs at the time of the car shutting off, mainly because of the valve lift differing after VTEC engages. So in other words if VTEC was engaged, you are screwed, if it wasn't, you have a good chance of having no damage.
You could get lucky. I got lucky with my 86 Z and they are notorious for going through timing belts and engines lol. I bought it knowing the belt snapped, but I slapped a new one on it and it started right up.

DOHC or single? Pop the plugs and and look down the tubes and do a compression test as well.

I had a timing belt break on my 92 prelude with an H23 motor. I got lucky and no valves were bent, but my break was not a snap, just the teeth were stripped off by the gears. Put a new belt on and test your compression... Hopefully you didnt bend valves and damage your pistions. Timing belts are always an expensive first lesson... Always change them on time.

Is your timing belt just exposed or did you pop your valve cover off?

A compression test is less work & easier.

I'm picturing JDM holes in the plastic timing belt cover.

I'm assuming the worst as he blew up other stuff before and it's a Honda so likely not maintained.

Another Idea.... The B16 is a dual overhead cam motor... Turn the cams to TDC and stuff a potato or something between them to lock them in place... Then pull the spark plugs and crank the motor... You should feel air coming out of the plug holes. If you do then you probably have some compression. If you no air coming in or out, and you hear bad noises such as valves banging then you'll know...

This one would fit between the gears nicely.

I wouldn't worry about it too much... JDMTyler makes these threads once in a while, listens to nobody, and then sells the car anyway, in the most shady of ways possible might I add.

+1. Anymore you just have to  and move on. It's not worth providing advice.
