Side exhaust in NJ

I got pulled over the other night by a NJ state trooper who told me that my side exit exhaust on my 96 vw GTI was illegal. This happens almost every time I get pulled over in the car. It comes out right before the rear wheel and I have a cat and muffler on it. I also own a 02 Mustang Roush stage 2, which also has side exhaust and have never been given any problems for it. I was just wondering what the exact laws are for side exhausts in NJ.

I spoke with a buddy who told me side exit should be valid as long as it conforms to the rules and regs. set out by the DMV. Meaning emissions and sound levels ect. He is going to double check with someone he knows who deals with inspection/vehicle equipment stuff.
