I got stopped in Hatfield township, PA when I was riding my quad on a side street in the snow. It was a state of emergency at the time I was riding. I gave the officer my license and got off with a warning.
According to the DCNR,
"ATVs may be operated on streets or highways during periods of emergency, if declared by the jurisdiction, or when necessary to cross a bridge or culvert."

That leads me to think that is is legal, BUT could Hatfield have their own rule making it illegal?
