Is an off duty police officer allowed to pull someone over?
Off duty police officers can intervene in a situation if need be. Pulling someone over in a non police vehicle with no emergency equipment will obviously proove difficult but if the situation requires it an officer can stop a vehicle by blocking it in.
Most of the time we will just call in the situation and follow the person and wait for uniformed officers.
